I think they do this for some type of training purpose. Because I know they bought some FAL's at some point for training.

That being said if they want to give me an AK74 I will safely store it for them.

I am aware that there are such manuals in Russian, and that there are English translations. My comment was meant to imply that if the U.S. Army included a user's manual in the specification, that perhaps the language in which the manual was written would provide a clue as to whom the end users were intended to be. I keep forgetting that subtlety is a quality lost on so many here. ;)
