No, the FFL will need name and address of seller for their book and usually requests some form of ID. The FFL may also have their own specific requirements.

As a seller? Typically no.

Only the purchaser, but that's if it's a handgun. Out of state residents may (currently) purchase long guns with their out of state ID, however handguns require the final transfer (ie shipped to) to the buyer in the buyer's home state via an FFL.
