Poachers rob spawning fish from traps, threaten steelhead populations

COQUILLE, Ore.—Poachers took spawning fish from the fish trap and destroyed surveillance cameras to hide their crimes during the winter steelhead run in Woodward Creek near Powers, Oregon according to ODFW and OSP officials. They request the public's assistance in identifying these individuals.

Multiple people accessed the trap. One person, identified through surveillance footage, entered the trap to net fish, then shot one camera and stole another. Troopers caught up with Kaine M. Horner, 24, formerly of Myrtle Point, while he was fishing illegally in a closed section of the South Coquille River on Feb 22. They seized his rifle, net, and fishing gear. Charges include Criminal Mischief II, Unlawful Taking Steelhead, and Angling Prohibited Area, according to OSP Sergeant Levi Harris, who is leading the investigation. Harris is disappointed by this behavior.

"These are not legal anglers," he said, "These are opportunistic people who have no respect for the vulnerability of these fish while they are in the traps. And they might not understand the importance of these traps to ODFW."

ODFW biologists first discovered problems in early 2021 during the winter steelhead run. Several times they found the Woodward Creek trap empty after volunteers reported seeing fish, according to Mike Gray, who is the Coos-Coquille-Tenmile District Fish Biologist.

"We would get a call from a volunteer saying there were six or seven fish in a trap," Gray said, "Then when we got there, the trap was empty, or there was only one fish in it. We found evidence that the trap had been damaged, so we knew someone was getting in there."

District staff contacted OSP Fish and Wildlife troopers, and mounted trail cameras to monitor the traps and nearby waterway. The first night, they saw at least three people enter the area, access the trap and then use a net to remove fish. The thefts came during a shortage of spawning fish in the Bandon Hatchery breeding program.

Woodward Creek is a tributary to the South Coquille River, located near the town of Powers. The fish trap is in an area closed to the public and not easily accessed. ODFW volunteers monitor fish traps daily and when they find fish, they contact the hatchery. Biologists collect the fish, spawn them, and raise smolts which are then released back into the river of origin.

Gray rattles the numbers off by memory.

"In the South Fork, our management goal is to release 70,000 smolts. With typical egg and fry loss, we need more than 120,000 eggs to do that. Every hen (female steelhead trout) has roughly 3,000 eggs. The math adds up to us needing about 40 pairs of fish for that waterway," he said.

Biologists netted fish in the river to meet stock quotas after the traps were robbed. Poachers also likely removed fish left in broodstock boxes near area boat ramps, according to Gray. Broodstock boxes, which are anchored offshore and submerged in water, offer anglers an option to contribute live, healthy fish they catch to the breeding program.

I wish they would make the penalties for POS poachers 10X greater, take all there gear and vehicles and raise the stakes on rewards so their toothless meth buddies will roll on them for the reward.

Everything used to do the poach should be confiscated.
If they brought the game into their house, then take the house.

Oh Powers... I know it well. Not much would surprise me there, not that this sort of thing doesn't happen elsewhere though. :)

It's funny, not only do I know the area fairly well, but I also know the OSP sergeant quoted in the article. He's a good guy.

So is it stealing because the government said it is or because you say it is?

Did the government steal the fish from the public in the first place to put them in that cage?
 
I didn't say anything, I asked questions.
In this case, the government is taking the fish specifically to have them make more fish. The ratio looks to be 80 (40 pairs) out, 70k in. I would say in this instance, government is benefiting us.

The poachers aren't putting in effort to catch fish, they're stealing them from you and I while they're caged and vulnerable. It's no different than someone coming onto your property and harvesting your blueberries/apples/corn/eggs while you're sleeping. This is theft by scummy people, not free men going without permission

technically the govt works for the people and the fish are a natural public resource. Poachers are thieves.
 
Poachers are thieves and typically have not developed the skills needed to be successful at legal, fair chase.
Therefore they net fish in pens and shoot game by jacklight.

Poaching , as done in the OP , is a heinous crime.
Poaching , in such a way , deprives the animal of life in the most unfair fashion.
It is heinous because it takes away animal's chances and choices...it also shows a disrespect for life.

Whereas , when legally hunting or fishing the animal has many chances and choices to survive.
Taking a life , needs to be done respectfully , as in with respect show to both the animal and the hunter / fisherman.

I love to hunt and when younger enjoyed fishing with my dad.
I learned to respect life when fishing / hunting , and still am learning much about life when I hunt.
Hunting is to me at least , is something that is done with reverence in respect to the land , the animal hunted and to myself.
Poachers are a "slap in the face" so to speak , to my outlook and are among the worst kinds of criminals.

Just stop, your argument is making you look foolish.
I'm not really arguing anything. Just asked questions, apparently harder ones that folks don't like?

If there was any argument it would be...

I see irony in the way posts about gun laws get a certain type of response. Like how any law is unconstitutional and added laws shouldn't be followed. Some even post pictures of their clear defiance of these laws.

Yet, all these laws around anything fishing are to be followed to the T or else be labeled a poacher. Government says no fishing here, ok. They say don't take these fish, ok. They say don't use this bait or tackle, ok. Follow XYZ rules and you may take fish, sir yes sir.

Take these fish here, in a river accessible to the public, in a cage, using incorrect tackle per the government, because they said so, and folks here simply just see it as horrible heinous crimes!

In my opinion, it's ironic.

Maybe I'm posting to the wrong crowd?
 
There's no irony in this crowd. These two things are not even close to the same.... Theres no comparison here.
