Not sure I understand that. A federal law, which applies to the whole nation, was found to be unconstitutional by a federal judge, but it only unconstitutional in his district? Seems odd. Seems to me the 114 permit mongers would have a hard time if this were legal.
No. It's still unconstitutional no matter where you are... but that doesn't change the fact that it's still "technically" illegal and remains law on the books you can still be charged with... outside of that courts jurisdiction.

The scope of that court ruling is limited to that particular case and has no nationwide affect... in and of itself. Only within that particular district since it was a disctrict court judges ruling.
