Long guns? Do it in either state. But if these are semis, then I recommend that you take possession in Oregon as it is simpler.

Handguns? The recipient has to take possession, thru an FFL, in his/her resident state.

His,Seattle, is a rifle. Mine, Salem, is a revolver.

It might be easier to ship the pistol up to Seattle and his rifle down to you, as the Washington State waiting period would force your friend to return to the transferring FFL if you do the transfer in Vancouver, unless you drive all the way up to his area.
