I don't understand why anything like this comes as a surprise, cell phone networks, as well as they work in most metro areas these days, can be overwhelmed by a particular traffic event causing everyone in a particular cell zone to pick up their phone and call wherever they are going to tell them they will be late... this can compromise coverage in that area. The idea of having a "kill switch" only reinforces the idea that the cellphone network can be compromised by natural events, or direct intervention.

The most interesting aspect that comes as the result of a "kill switch" is the implication that once created, anyone with a sufficient level of power, whether authorized or not can use it.
