Your sizing die should have a decapping pin in it. RCBS dies size and decap at the same time
Maybe you don't have the decapping mandrel/assembly screwed down far enough? Is there a fully assembled decapping assembly in the resizing die?The first die resizes only and doesn't decap, how do you work around this? Decap all brass first?
Well, then you need it primed, then powder and then bullet seated..Not this set. Resize die resizes only. Second did decaps and expands mouth.

What year are they? I've never seen a set like that. It wouldn't be the first time I was wrong about something.

That's great...Thanks for everyone's help. I haven't reloaded in nearly 35 years and I though my brain was slipping. I just called RCBS. They said my set was made before they offered a progressive press. They are sending me a kit to make my resizing die take a decapper so it will perform just like the modern die sets. Free of charge.
