Yeah apparently so. I'm not sure if they changed it recently when they started accepting online applications or whatnot. I wish I could've walked out with mine..

Just a heads up if going through LESA for Tacoma/Pierce County...
They are experiencing a substantial increase in activity, with less staff. Expect a wait of 30-90 minutes to be seen. Do not show up 30 minutes prior to closing and expect to get in that day.

According to RCW 9.41.070

The issuing authority shall not refuse to accept completed applications for concealed pistol licenses during regular business hours.

So unless LESA wants to break the law.... my suggestion is show up with the application completed. Which can be downloaded HERE. or <broken link removed>.

I think one of the hold-ups was getting finger prints done, for new applicants.

I understand. However, if you read the law, it is clear....only the application need be completed and presented during regular business hours. If it is one minute till close and the application is presented then I would expect that LESA take my fingerprints.

What people fail to understand is LESA handles ALLLL law enforcement information for Pierce county. Want a police report, or any police data and they are the place you have to go, for ALL of pierce county there is one location. It is not just CPL's, CPL's take the least time, they take your $, verify the app is complete, then you wait for fingerprints, once called fingerprints take 5min.

By 9am everyday it is standing room only in the office and a 2hr+ wait. They open at 8:30 and if you are less than 10th in line you will get thru quick. I started standing outside @ 7:30am, I was #5, and when they opened at 8:30 there were 20+ people in line behind me. I was on my way home by 8:50 that day.

The time they close is the time they close, chances are at 5min of close they will not take a cpl app person to the window to get started, they have the right to go home when business hours are over just like anyone else does. There is a multiple hour wait for their services, I have heard they actually will "close" earlier in the day and turn people away because they don't want people mad if they do not get seen.. Your app is not submitted until you get to the window.. Once at the window they cannot refuse, but it is not just a matter of walking in at 5 min to close and handing it in.

If you want guarantee turning in your app AND to be in and out quick, be there by 7:30am and stand in line, you will be glad you did. Early bird gets the worm.

I completely understand. And I understand that LESA has to follow the law. What is wrong with holding agencies accountable to the law, isn't that what they ask us to do?

I see no problem holding them to the law, in fact More power to it!

Just trying to bring a bit of reality to the particular situation with LESA right now.

I don't get how people out of state or just people from other counties can get them in a matter of days or same day walked in(I think I read one about 2 days) and other counties can take up to 2 or 3 months or more!!!! There's something wrong with that!! Especially when huge counties, some of which handle ALL law enforcement stuff as stated before, are a couple days to a couple weeks and a small county like Benton takes 2 months! It's wrong!!

Taz, I noticed your location as Oregon. If so LESA per Washington law has 60 days. LESA is notorious for mailing day 59 and you having it on day 60.

Ya, I'm in OR. I didn't know where or what LESA was. Thanks for cluing me in. Ya....no, Oregon is 45 days for permit or denial letter, either one. But obviously, as we've already seen, they don't adhere to it. And also as we've already seen, it really varies by county. Oh well. BTW, today's day 46......nothing!

Maybe they mailed it out on day 44

Ya, I was hoping that, too. I was hoping it would show up today, day 48, Monday. Nope! I'll stop updating for now until it actually comes and then I'll update my original post.

EDIT-
Heh, I think every day they are breaking the law, I should be allowed to break one, too!! LOL!! :D

Hmmmm, ya know, I forgot about this part.(and I even quoted it earlier!)

166.293, (1)

......"If no decision is issued within 45 days, the person may seek review under the procedures in subsection (5) of this section."

166.293, (5)

"(5) A person denied a concealed handgun license or whose license is revoked or not renewed under ORS 166.291 to 166.295 may petition the circuit court in the petitioner's county of residence to review the denial, nonrenewal or revocation. The petition must be filed within 30 days after the receipt of the notice of denial or revocation."

It's mostly about denial and revocation but they also have that in there for if there is NO decision within 45 days.
Has anyone bothered going that route, or even called their Sheriff's office threatening to, or complained in any other form that actually "put a fire under their UNOWHAT"???
I don't see why they are allowed to break the law and and we aren't. Not that I want to break the law, but I would sure be held accountable.

Anyway, I said I wouldn't update again until it showed, but since I'm asking the question, it IS day 51. :complain: Should I call to check on it?? Complain?? Or is that just causing issues?? Not that I'm a cocky person or would come off negative in any way, but I just don't want to call and start asking WTF and they take it wrong and throw it even further into the pile!!!

I would call the Sheriff first...be nice, suger gets a lot more attention than vinegar. It may be done, and waiting for you...there. Or, it does happen, that it has been mailed, and the problem is with the PO..

That's kind of what I was thinking. One more question. My particular countie's sheriff's office only accepts apps 2 days a week in a window of a couple hours, each of those days. This, of course, makes me assume there is probably only someone there during those times. Of course, we all know what happens when we assume. I'm just wondering if it's better to call during those same hours. They may not want to be bothered during other times. Although, my CHL app packet does say, if any questions, call their records specialist at xxx-xxx-xxxx. I guess I'll do that. Thanks for the help!
