Semi Click bait thread title. Now that I got you here, been ages since I've done ITARs training. Does it stipulate certified foreign individuals or just parts leaving the country? IIRC its for foreign person whether in country or not.

Interesting. I checked the Federal Register for "robot dogs that easily fall over when a full auto MP5 is attached" and did not see this mentioned as a specifically regulated ITAR item...yet.

Bomb squads / EOD teams in law enforcement have been using shotguns mounted on robots for a while and even used a pound of C4, reportedly, to blow up the wall next to the guy who killed five Dallas officers, killing him with the blast. The dog robot...definitely an interesting angle.
