I really think the biggest factor is how common your name is. I believe that if someone exists with your name that does have an issue, it raises a flag that causes a delay. Maybe it is a good reason to give your kids made up names.

Oh I have no doubt that that is my problem as soon as ATF enter my last name in there computer I bet that thing starts smoking because of my brother 's record LOL
