That only applies if one prefers to swallow their rounds and can’t account for all their brass at weapons turn-in.

Isn’t ammo supposed to have ORD-M markings on the outside of the package?

The packing list can say whatever it wants no one sees that except the end user, a manifest goes thru customs. All ammo needs is the black diamond on the outside of the box.
