I just got my trust squared away this last month so this is not something I have been following. It just popped up on my radar, and I freaked just a bit because of the previous stated timeline of implementation of May 2015.

I bought another suppressor yesterday and efiled for a SBR today simply because I dont know whats going on or the likelihood of implementing the changes requiring CLEO sign off. I am in King County and have heard that sign off is a pretty touch and go thing. Id just as soon get stamps rolling on anything I had in mind now just in case.

Am I worried about nothing? Does anyone actually know whats going on?
 
Don't worry about it. ATF has backed off since the M855 debacle, and the consensus is, the soonest it could possibly be implemented is years end, if at all.

This is what NSSF has to say about it..
  • NO IMPLEMENTATION YET SEEN FOR NOTICE 41P AS FINAL RULE . . . NSSF has confirmed with ATF that the bureau is unlikely to publish Notice 41P (NFA Trusts) as a Final Rule for quite some time. This is in part because EPS resources are being diverted to help process the 310,000 public comments received in response to the armor piercing ammunition framework proposal. In addition, it seems ATF has not prepared to revise the NFA database so that it can track "responsible persons" for NFA trusts. The proposed rule would require the responsible person(s) on an NFA Trust be fingerprinted.
 
Another reason and more significant, is they realized they would legalize the creation and registration of new machine guns. If a Trusts are no longer People, and the 1986 prohibition only applies to People, then Trusts can legally make new transferable machine guns. An attorney caught this last year, and someone on AR15.com received a Form 1, which was quickly swept up in courts. I love the irony of Obama/ATF shooting themselves in the foot.

In the end, too good to be true, they just continue to consider Trust a Person or find another way
