Will California become a 'shall-issue' state?

The People's Republic of California will continue down the road of "shall NOT issue," except to a well-connected elite that few of us here might ever know. Sadly, I can't see much evidence that everyday Oregonians' rights will not also disappear into that gaping, sucking vortice.
