In Portland, homicide victims average:
8.1 prior arrests
3.9 felony arrests
58.8% have been on probation or parole
45.1% have been incarcerated
43.1% have been convicted of a felony
So, you know, just like your neighbors in Mayberry.
Interestingly, the percentages for victims are slightly higher than for suspects. This is a 2019-2021 independent study from a group with funding from Everytown, Arnold Ventures (not gun friendly) DOJ, and a host of progressive cities...so no, not cherry-picking "right wing" sources.
The incarcerated % would be a lot higher if the bad guys actually went to prison after convictions.
