Hop on the snipershide classifieds and hunt! I've seen a couple already built Savage 10 HS/mcmillan in your price range with scopes, or bare and ready to scope. If you MUST have an AICS then go Remington, if not then most other companies are catching up on parts. Still not to the same level as Remington, but getting there.

If you're a tinkerer- find a pawn shop/cheap action either 10(sa) or 110 (LA) or a Stevens 200 (same action), order a barrel from Northland Shooter Supply along with recoil lug, order stock of choice or hunt used for an HS or Mcmillan take off. Then go hog wild and order a fluted bolt from PTG and CDI DBM- Ask me how I know how this goes
