It's been years since I read Lucifers Hammer but I remember the key man being Forester (?)from the labs. He saw the destruction comming so he preserved books needed for rebuilding society. Thinking about today's world where knowledge is found on the net if the net goes down folks will be savage cannibals before long.

The value of a library after an event can't be estimated and you can't put a price on it.

I remember the character you mentioned @Longwalkhome. The book is also referenced in the nonfiction text Life After Doomsday, by Dr. Bruce Clayton. There is an older thread here in which we discussed what books we'd preserve. Cheers.
