If you could make dynamite by getting gun powder wet I'm pretty sure every 12 year old boy in the US would have done it (at least my generation of them)

Safe to keep.

Not dangerous, but I sure as crap wouldn't shoot it. Powder doesn't burn when it's wet or has gotten wet. That's why some self defense ammo has red/blue/purple sealant around the primers.
