Washington State Department of Corrections is "phasing out" the word "offender" and will refer to those incarcerated as "individuals" instead due to the possibility that people may be offended by the word "offender".

Several senators e-mail a memo to Richard Morgan (the Secretary of Prisons) in response to the "offender" to "individual" labeling. The Senators claim that neither Richard Morgan nor the Department of Corrections (DOC) has the authority to change the label since "offender" is a legal definition written in the Revised Codes of Washington (RCWs) and the Washington Administrative Codes (WACs).

DOC has since rescinded the memo for the transition...for now.
