If you've ever worked for a state agency then you will realize a lot of the changes in policy/procedure's that disseminate throughout the state are from a person simply trying to justify their job/position. If they don't send out random e-mail about how much they appreciate what we do...about how we need to accept we're never going to get a raise because of the budget shortfall...or how because someone sued, died or complained in an articulate way so we need to change something- then that person feels that their position may come into question about the effectiveness/relevance to their overall function of the state agency, as a whole, and may be eliminated or redesigned into a position that has to actually do work.

Oregon tried to go to, "Client" 12 years ago. Then Offender, this one kind of stuck. 4 years ago there was a very brief, "Customer" that was part of their evidence based practice waste of money. Now they are pushing for, "Adult in Custody." The feds are trying to push, "Justice involved individual. I prefer Justice Involved Women and Men, or JIW's a JIM's

Lets just call them what they are! You get sent away for crime's you loose some of your rights, you don't get the right to be offended by what society calls you. , Prisoner, Inmate, Felon are all titles you earn when you enter the justice system!
