We should be looking and studying Vermont to see where they did well, and not so well. Just off the top of my head, I think they did a better job of media outreach to the public.
 
I grew up in Vermont and one of the reasons that the bills were shot down is that there are no major population centers clogged with ultra-libs. Also, most Vermonters grew up with hunting rifles hanging in truck windows. There is a distinct lack of fear among the locals about guns. It's not so much that they are actively pro 2A, but having grown up with guns around them, don't want to change something that already works just fine.
