Yes that is true but like I said it's largely ignored (between anyone who knows each other.) Strangers would not be ignored. It's a state law so the BATF has no interest in getting involved.
It's un-enforceable, plain and simple.
That too, it would also require an undercover state police officer to attempt to purchase a firearm and the state has not seen any desire to do any of that. It's almost impossible to detect that a firearm was purchased without a FFL after the fact as the paper trail for the vast majority of firearms doesn't exist. They would have to catch you in the act. This is just a political cluster fk that will eventually lead to a legal battle at the supreme court level.

I had a gun stolen and they were able to track it back to the person who bought it I was not the original buyer but I got it back after I told them I bought it from the original buyer . This was years ago before 594Over over 25 years ago I had bought a pistol and gave it to my sister as a gift. It was stolen out of her car. I didn't have the serial number to the gun to fill out the police report so I went down to the police station and they gave me the serial number of the gun I had bought several years earlier If that isn't a registration I don't know what is.

As long as the gun wasn't stolen and you can legally own it.......all is good. If the gun turns out to have been stolen, you are risking your cash, if the guy you are selling to, turns out to be prohibited you risk jail and fines......even in an otherwise legal transaction.You can always move to a free state like Arizona,

I had a busisness partner decades ago (for a very brief time) in Santa Maria California. These guys would show up at the shop with a trunk or pickup full of tools, occasionally guns and equipment for sale cheep. As time went by, I learned that the guys were thieves preying on people in the Bakersfield, Fresno areas and selling like a door to door salesman on the coast. It was a really bad situation. I put a call into the Sheriff and got out of the area. Later bought out the partner, he used the cash to bail out of jail and for legal costs. It had gone on for a long time and my ex partner got a year after he was proven to be complacent in the scheme.
