Here's the text of I-594 3(1)
(1) All firearm sales or transfers, in whole or part in this state including without limitation a sale or transfer where either the purchaser or seller or transferee or transferor is in Washington, shall be subject to background checks unless specifically exempted by state or federal law.
594 only covers sales or transfers that occur within the borders of the state of WA.
I think Stomper is right in that it really hinges on Fed law.

I'm hoping that this poorly written bill, sponsored by elitist wankers and swallowed by urban sheeple, has a provision that allows the citizens of the border counties that voted it DOWN an unintended reprieve.
