Its not uncommon to catch and release. There are some county jails that will not book anything but Class A or B felonies. Everyone else is a field arrest and criminal citation with a court date and bail amount. If they FTA, a bench warrant is issued. When you catch them, its a field arrest with a criminal citation and a court date since the original crime and FTA are not Class A or B felonies.

There are times where I will call several jails to see who will book and then go there and set up a transport order to get the guy to court.
