You know, never thought of this. Why don't they look at prisons as an example.

No guns there but the police/guards and they are around 24/7 yet people still get killed by inmates who improvise. Not to mention cell riots that get nasty. Society is no different only your cell is your house/apartment only the guards are usually about 6 to 12mins away from qwelling the problem and yet the legal system still comes in after every things done to deal justice.

Starts to sound like taking "responsibility" in your own hands becomes more attractive but I think thats the big thing. R E S P O N S I B I L I T Y

You do realize this is the same thing in OP's article correct? Again I say. Chem/Bio hard to detect when you just a commuter on train. They really do sort of have gun as well as knife control over there. Even carrying a small pocket knife can get you in trouble, especially if you are a gaijin.
