    I see the elk antlers in the pic...
    I would say a healed wound...

    Looks like it may be an arrow that has broken off? Maybe a bad archery shot a few years after....

    Not a clear enough picture to determine anything and I see elk fairly regularly where I live.

    A buddy shot a deer last year and it had a few of these weird growths on it's body. When Skinned the meat looked ok, it was just on the skin, like fatty mass. Maybe the elk have it too.
