This is going out as a "No-Bid" contract to Urban Alchemy, who currently operate in a number of leftist run failed cities. They have quite the number of lawsuits against them for various violent and non-violent acts perpetrated by them or their employees. One of their employees shot someone at one of their shelters last December during a drug deal gone bad. The reason they gave for firing the employee? Not showing up for work the next day.
