Sadly a large majority of the tax paying there are fine with this in that they ignore it. Notice the law makers who set this up do not seem to be betting pressed on this? Because not enough people care and there is a HUGE contingent of people who work for the Gov who get paid to keep this going. It would be dead simple to stop but those in charge do not want to. At least not yet.
