How about we ban camping and public shooting in the public woods? Seems irresponsible people have done far more damage to the woodlands than the responsible people like those in the Trash No Land organization, Leave No Trace Organization, Sierra Club, Boy Scouts of America, and so forth?
Actually, lets just close all the outdoors to humanity?

Yes I am being absurd on a serious issue, that you seem to be thinking fireworks usage to be, because the one thing that is for sure is that it is always the irresponsible humans who do the most damage, and punishing the responsible whole for the actions of a few irresponsible excuses of humans seems to be a thing for pretty much all the hot button issues relating to the concept of Life, Liberty, Pursuit of happiness.

9th Amendment? All rights not listed in the Constitution belongs to the people, not the Government.
This would cover your assertions on "no right to enjoy fireworks"

Want fireworks? Just dress in black bloc and have your fun. Mike Schmidt will drop the charges. As long as you vandalize a few buildings and spray paint the right slogans in the process. Don't forget to light off a dumpster or 2 while you're at it. It's just freedom of expression.
