A friend of my wife is a recent widow who runs her own food cart and asked us about carrying. She would like to get her Oregon CHL, but in our county the Sheriff takes months not weeks for processing so she would like to open carry to and from work here in Eastern Oregon until then.

Someone please refresh my memory, what is the law for loaded open carry in your vehicle?

Oregon has no prohibition on carrying loaded handguns in your car. But the state DOES allow localities to restrict loaded carry of firearms "in public places" which, oddly enough, includes your car.
If you are in a place like Portland or Oregon City that restricts loaded carry by people who do not have concealed handgun licenses, you may not have a loaded firearm in your vehicle. Furthermore, if it is a handgun, it must be carried openly or "not readily accessible." That means if you have a trunk it must be there. If you don't, it can be in a locked glove-box, center console or other locked container and if the container is opened by key, the key cannot be in the container.
Long guns do not have to be "not readily accessible" but if you don't have a concealed handgun license and you are in a locality that restricts loaded carry it must be unloaded.
 
Months? As I understand, under state law they are required to deliver in about 40 days. Mine didn't get to me for nearly 50, though. Don't know whether I should cut them slack for my having to make a special trip (and pay an extra $15) to the OSP to have my prints done on the OSP computer.

PS I don't have finger prints and the officer was very good about explaining that many people don't--people with hands in water a lot, abrasive materials, elderly with no structure in skin to hold prints, etc.
 
Our Sheriff gets around that by simply not accepting applications until they have time, then there is the wait for your appointment, plus a week or two before you get it in the mail. The employees at the Sheriff's Civil Division said they did not know about the 45 day rule.
 
As "that guy" pointed out in his quote from OFF, there are many traps awaiting a person without a CHL who carries a firearm in their vehicle without a CHL. If a person I cared about wanted/needed to carry a gun in their car without a CHL, I would recommend:
  1. Carry a long gun because it does not have the limitations of a handgun (ORS 166.250 only prohibits concealment of a handgun without a CHL)
  2. They carry non-lethal tools (spray, etc)
  3. They carry their gun in a locked container and keep the key handy.
