obtaining an SBR under 21

can anyone second the post bellow? is it false or worded wrong ?what are the age requirements for obtaining a sbr under 21? am i allowed to get one transferred ? can i turn my current AR into a SBR after my after atf approves my tax stamp? if i you guys have anything that can help me it'd be much appreciated
