Don't bother with anything before 14:00 minute mark cuz it's the same audio but poor quality (audio track repeats around the 14:00 minute mark and is much more clear).

From pilot reports it sounds tiny. Based on size and strings hanging down maybe some oddball birthday balloon?, box kite?, remains of air sampling baloon?

At 6:58 18:58 mark sounds like he said because of the size of it gun would be challenging. Sounds like he said because it's so small, so slow, and so close he would be worried about hitting it after he shot it with gun.

Best object description at 12:50 21:50 mark (also after 17:00 mark).

Bend Oregon dude who flew balloons and a lawn chair looks way way bigger than what they shot down (by the sound of it anyway). I'm thinking big a$$ party balloon maybe? Pilot said smaller than a car at one point.

 
May have been mentioned already but local news said the air national guard F-15s out of Portland went out looking for the one shot down over Lake Huron the night before, over Montana. Sounds like it was getting late and they couldn't find it.
