WDFW FISHING RULE CHANGE
Washington Department of Fish and Wildlife
600 Capitol Way North, Olympia, WA 98501-1091

October 20, 2016

Fishing for salmon, steelhead to close from mouth of Columbia River to Pasco

Action: Fishing for salmon and steelhead will close Oct. 22 on the mainstem Columbia River from Buoy 10 near the mouth of the river upstream to the Hwy 395 Bridge near Pasco, Washington.

Species affected: Salmon and steelhead.

Effective dates: Oct. 22 through Dec. 31, 2016.

Location: Mainstem Columbia from Buoy 10 upstream to the Highway 395 Bridge.

Reason for action: Based on the most recent in-season run forecast, the non-treaty allocation of Upriver Bright (URB) fall chinook has been reached. The URB component of the run includes Snake River fall chinook, which are listed as threatened under the federal Endangered Species Act (ESA).

Additional information: Allowable impact rates on listed chinook salmon stocks are based on a percentage of the total chinook run. The preseason forecast for the 2016 fall chinook run to the Columbia River was 960,200 fish, including an estimated 579,600 URB chinook. Based on actual returns, those projections have been reduced several times during the course of the season by the multi-jurisdictional Technical Advisory Committee (TAC). On Oct. 17, the TAC reduced its official forecast of the URB chinook run to 412,700, leaving no additional impacts available for the non-treaty fishery.

Good thing that the WDFW made sure that the gill nets were full before closing the recreational season. They got to protect the commercial fishermen and at the same time, rape the recreational fishermen with an increase in the license fees and less fishing opportunities.

Commercial fishing proposal: <broken link removed>
WDFW said:
The proposal would generate about $4.2 million in revenue per year. About $900,000 would come from license fee changes; the remaining $3.3 million would come from the state General Fund
WDFW said:
It would align commercial fishing license fees for residents and non-residents. Currently, fees for non-resident commercial fishing licenses are higher than those for residents. The department is proposing changes that would equalize these fees.
WDFW said:
A key goal of the proposal is to set fees that more accurately reflect the
value of the fishery and management costs, including the relatively high cost of managing salmon seasons
Except in the Columbia river....

Leaving the Recreational fisherman to foot the bill: <broken link removed>
WDFW said:
A key goal of the proposal – which would generate about $15.3 million per year – is to set fees that more accurately reflect fisheries management costs.
WDFW said:
Columbia River Salmon/Steelhead Endorsement. The price of the endorsement would increase by $1 to match the price charged in Oregon. New funding would support a grant program to enhance fishing opportunities.

So they raise the price on recreational fishermen on the river (it doesn't matter how meager the increase is), but refuse to raise the price on residential commercial fishermen (and actually lower the price for non-resident commercial fishermen) in the Columbia. Who are these "[enhanced] fishing opportunities" they are talking about really for?

I'm really getting tired of the WDFW. Why is it that all of these [people] in charge of WA are against everything that I enjoy (fishing, hunting, guns)?

Sorry, :s0137: over.

Because the bureaucrats are for those who will help them further their agendas with votes and $$$$$$$$. Who said it was fair?

Those a$$clowns seem to forget that we sports fishermen outnumber the commercial crews by a nominal margin. The sad part is that us sporties aren't as organized as they are and squabble among ourselves instead of banding together against our common enemies; the WDFW and the bureaucrats.

That is why all us sports fishermen need to become members of CCA so we can stop the WDFW from taking everything away from us.
