Hell, we've had a "Rain Tax" here in potland since the mid '80s, if not longer! They call it a "Storm Water Drainage Fee" and it looks from the article it's based on the same exact things....Impermeable surfaces and roof square footage. Our 1000sq' house with 30' dbl driveway. No curbs/sidewalks, with gravel parking strips, costs us $30.00 ish /month.

Yes, Portland does. We paid about $100/month for city water, sewer and storm water run off.

When I see those big Clean Water Service vans it reminds me of Sunshine Carpet Cleaners. You know, the world is carpeted and someone has to clean it...
