Can anything happen to said dealer/ buyer of the firearm if it was released after 3 days? Why not call OSP and say "im gonna (legally) release this weapon to this person unless you could give me a reason I legally cant." ???

No. Federal law provides that a delay of over 72 hours and the transfer may take place.

It wouldn't be illegal, but the dealer would open themselves up to civil lawsuits if anything occurred using the firearm.
