I have a few question on transfers of lower receivers. Do they need to be classified as pistol or rifle on transfer? The reason that I ask is that I've recently bought two receivers, and the transfers are different (same receiving FFL)

1) Uzi semi receiver (McKay) - Shows "Pistol Transfer" AND "Bolt-Action/Receiver Transfer"
2) Galil MAR receiver (Hillbilly Firearms) - Shows "Bolt-Action/Receiver Transfer"

My questions:
1) Does the manufacturer set the classification, sending FFL, or the receiving FFL?
2) Can my receiver that only shows "Bolt-Action/Receiver Transfer" still be made into a pistol?
