Yes, we could vote for both, it is not an either or proposition.

If both pass, we are in uncharted territory, two conflicting measures have never been passed before. The outcome would likely go to the court, and who knows what they would decide.
 
I've asked several people about this including representatives. It sounds like a committee would probably be set up to reconcile any parts that are conflicting between them. That doesn't necessarily mean they would be nullified. It could turn out that the one with the most votes would prevail where they conflict. Another words we must make sure that I-594 doesn't pass in the first place.
