I 594 and the Possibility of SB 941 in Oregon

So I was just thinking with the both of these bills or laws wouldn't it make it impossible for the anti's to do a gun buy back unless background checks on each firearm are performed.
Anyway was just a thought I had and didn't search the forum to see if anyone else came to this conclusion.

Exempted specifically in in SB 941 in Section 2 (4)(b)

(4)The requirements of subsections (2) and (3) of this section do not apply to:
(b)The transfer of a firearm as part of a firearm turn-in or buyback event, in which a
law enforcement agency receives or purchases firearms from members of the public.

Isn't that nice? They thought of everything...
