Doesn't 209 apply to non lethal force (hand to hand, taser, pepper spray etc)?

Once you've pulled the trigger haven't you by definition moved into 161.219 Limitations on use of deadly physical force along with the exceptions and limitations?
 
209 actually applies to any level of force. Once you have decided that deadly force is justified then you have to ensure that one of the 3 restrictions in 219 apply. At least that is how it is taught.
