Looks like one of those special 300 blackout bullets. Meant to be subsonic yet expand.

That or it is a precision type bullet and the plastic tip is missing.

I think it's one one of those gol darned deer whistle bullets. Uses the same principle as the ones my parents stuck to their front bumper to scare them off the road. Them anti hunting vegan types are pretty darn sneaky

I have seen so many dead deer and elk hit by cars with those front bumper things on them!
