A good option would be to get those Sikorsky CH-54 skycrane helicopters. they can get 2,500 gallons at a time, hovering,from any water source from a creek to the columbia river,,thru a snorkle tube and all they need is 14 inches of water, they can fill in less than a minute, if the water source is within a few miles they can dump hundreds of thousands gallons of water within an 8 hour day. there are 2 companies that i know of here in Oregon that have dozens of these aircraft. Heavy lift services inc.out of Aurora, and Erickson out of Medford. yet the government will not hire them due to budgetary constraints,and they either sit idle or take there firefighting aircraft to other countries, like chile, australia, greece, italy, and south korea.
I've heard of ash fall out in Forest Grove and Scappose from the Eagle Creek fire.
