Hey, I'm a noob and been lurking for a while. Does OR register handguns when they (LGS) do back ground checks. Obviously they would have a new handgun purchasers info and gun info but is that firearm registered to the original purchaser?
 
OR doesn't have registration.

They will fill out the ATF form which records the serial number and provide the state police with the serial number and your information for the background check. It's "registered" in that sense.

That's what's supposed to happen anyway, but.......
 
Technically Oregon does not have firearm registration. However, when a firearm is subject to Oregon's background check law, information provided to Oregon State Police includes make, model and serial number of the firearm, as well as personal identifying information. That information is retained for 5 years. Since make, model and serial number of the firearm is unrelated to determining whether it is lawful for you to possess a firearm . . . well, you decide if that is registration.
