It's California's continued backhanded attempts at gun control. They know it likely that the majority of manufacturers will not develop the technology so by default they won't be able to sell new guns in Cali.
Eventually, the communists in charge will only want you to be able to own a picture of a gun, and not much more.
Cali needs some preemptive laser guided surgical lightning strikes.
