Arsenal Bolt Carrier Problem?

Just bought a SLR106FR at a price I just couldn't pass up, but I found an issue that causes concern; the stainless steel part of the bolt carrier is rather loose. The stainless part of the bolt carrier group can move vertically and laterally, at first I thought the problem arose because the piston was not fully seated, but upon inspection the piston is stuck; it cannot loosen or tighten.
I thought I would post my problem on NWFA before I take it to a gunsmith.
A new bulgy BC is 109.99 from K-Var so it would be nice if I could find a less costly fix.

AK pistons do have some play in them, they're also pinned into the carrier.
