AFG on a pistol

I just got my new toy and I have been wanting to install a Magpul AFG on it. I think the AFG would go great with my Midway Industries AK handguard but I was under the impression that it would be illegal to just put the AFG on a pistol without going through the loop holes and paying for a AOW stamp. Last night I found out from a fellow YouTuber that the AFG does not count as VG and he provided me with a link to a letter that some guy posted on line.
Anyone know more about the legalities of using an AFG on an AR or AK (rifle style pistols etc.)?
