Probably some of that, but honestly, how many buildings could withstand 165 mile per hour winds? The concrete ones might, but wooden ones like regular homes wouldn't. It'd tear the roof straight off and bust all the glass. This thing cropped up out of nowhere and totally blindsided these folks. They are screwed now.
