I think the last time something like this happened it was the secret service. They had a big cube van loaded with goodies "stolen".. they actually just forgot where they parked it the night before. doh!


LOL... don't forget that Seattle PD cruiser trucking around downtown a while back with their AR & kit still sittin' on top of the boot!

It's most likely that it was locked up. It's been that way for decades and has nothing to do with California law. It sounds like this was probably part of his every day tactical gear, which would have been contained by a secure locking device physically attached to the inside of the car.
Problem is, that there comes a point when locking devices become stronger than the physical construction of the vehicle itself. Given enough time and ability of the thieves, sooner or later they can get in. This is why you see small ATMs getting hauled off. Unless your every day ride is an M1 Abrams, there is someone out there able to get in.
