If you are loading for accuracy case necks are one of the variables that has to be looked at. Yes, neck tension must be the same on each round. Anneal your case necks often and if you starting out with cases where you don't know the cases background, anneal before loading. Make certain all the cases have the same uniform neck wall thickness all around the neck and that requires either an outside or inside the neck cutter and knowing when/how to use the cutter. If you running a bolt and only use your reloads in that same bolt rifle, then look at a neck collet die. Redding makes the best neck collet dies. If you are running an MSR, then full length sizing is usually a required route.
Also, address primer pocket flash holes, sort by cases by weight, make sure primer seating depths are all identical, weigh your bullets, check bullet run out and the list could go on.

And .010 is a bad idea for bullet neck tension.
