Absolutely ridiculous. Do you think this is what our forefathers fought for? So that we could keep and bear arms, but not be able to shoot them without the permission of our local lords?

I'm one of the guys in the video, and I've had a lot of interaction with these Commissioners. Commissioner Valenzuela is from California originally. Commissioner Romero is from the East Coast and claims to be a member of the NRA. I can't remember where Commissioner Wolfe is from, but she was in the state legislature before she became Thurston County Commissioner 12 years ago.
 
It actually is worse than the video we made makes it sound. A good group of duck hunters came to the Commissioner Meeting on Tuesday and spoke up for their rights. It made an impact of some kind because the Thurston County Commissioners changed the name from "No Shooting Ordinance" to "Controlled Shooting Ordinance" without changing content. I guess they thought that would pacify us?

RCW 9.41.290 —

The state of Washington hereby fully occupies and preempts the entire field of firearms regulation within the boundaries of the state, including the registration, licensing, possession, purchase, sale, acquisition, transfer, discharge, and transportation of firearms, or any other element relating to firearms or parts thereof, including ammunition and reloader components. Cities, towns, and counties or other municipalities may enact only those laws and ordinances relating to firearms that are specifically authorized by state law, as in RCW 9.41.300, and are consistent with this chapter. Such local ordinances shall have the same penalty as provided for by state law. Local laws and ordinances that are inconsistent with, more restrictive than, or exceed the requirements of state law shall not be enacted and are preempted and repealed, regardless of the nature of the code, charter, or home rule status of such city, town, county, or municipality.
 
Both Stomper and Redcap are correct – this ordinance as drafted is completely illegal. Not just the RCW 9.41.290 problems, but also the attempt to regulate the waters of the State and restrict hunting out to 300yds. Even the State director of WDFW wrote them and told them it was illegal.

However, the Thurston County Commissioners decided to take a noise complaint from some wealthy waterfront property owners who had their morning coffee disturbed by a distant shotgun on the salt water, and they made a big deal out of it. Since the Thurston County Commissioners and staff are never willing to let the opportunity to pass a massive, wasteful, unnecessary ordinance go to waste, they jumped right on this one.

To keep things "balanced" – they created a “work group” to help draft the ordinance – they packed it with aggressive anti-hunters and anti-gun folk. They finally admitted a token waterfowl hunter and a farmer for a few sessions, but the farmer left the first meeting pretty angry. The waterfowl guy endured these meetings so he could keep people up to date on the idiocy in action.

After the 5th draft of this ordinance (which is where it is now – every version getting progressively worse) – they decided this version was the “optimal” one and they have submitted it to the Thurston County Commissioners for formal review April 5th at 3pm – a meeting open to the public.

Here is a video of some local duck hunters starting to get engaged last Tuesday at the regular Thurston County Commissioner Meeting and speaking up for themselves. They were speaking during the public comment period – you can tell the Commissioners don’t like it. This is edited for brevity. This is what you have to do to stop these types of ordinances from happening when you have hostile and ignorant elected officials. Your silence will not protect your rights:
