what the heck is it

i watch the outdoor channel a lot and lately i have been seeing what looks like some sort of a rubber cone shaped thing on rifle barrels about an inch or so in front of the stock. i have seen it on several different guns on different shows. any ideas on what is and what its purpose is? i suspect it is some some sort of vibration damper, but why?

yes that is it, i figured it was some kind of damper. dont think i will try one, uglies up the rifle. im shooting pretty good groups now. thanks for the heads up
