That is unlike any M24 that I used , while in the Army....
Granted my Army days are a few days ( or daze ... ) gone by.

A wild azz guess here...Some sort of camera /recording device...?

Looks like the rifle is the Israeli IWI modernized system I believe. So with there sometimes "outside the box" ways remote viewing adapter? Just my 2 cents for what it is!
